Transcript: How it's changed during Obama's Presidency? -When the colonists arrived from Great Britain, they brought British Poor Laws. The laws made a distinction between people that couldn't work because of physical condition or age, and those who could but were unemployed. People that couldn't work received money, and those that could received jobs. -During the 1800s, there were many attempts to reform the current Welfare policy to give the poor jobs. -In 1862, a Civil War Pension Program for Civil War Veterans and their families was passed. -In 1935, FDR passed many different programs to provide aid in the New Deal. In the News Lately Since Obama took office, 13 million more Americans have become dependent on food stamps, with the numbers now hitting a record 47 million. In 2007, there were 26 million recipients. Spending on the scheme has more than doubled just since 2008. -The department of Health and Human Services, the department of housing and human services, the department of labor and the department of education are all departments that deal with social welfare. -Although these all deal with welfare, the Department of Health and Human Services oversees Welfare.
