Transcript: By Rushat, Sharif, Daveon Pd. 7/8 What is FAPE? More Free Education Florence County School District Four V. Carter Florence County School District Four V. Carter A Godly Right Another court case in which FAPE was argued The school developed an IEP that stipulated that Amy would not only receive special hearing equipment in her regular classroom, but receiving a two week trial tutoring session for the deaf for one hour each day from a speech therapist. Board of Education v. Rowley Knowledge should not come with a price tag It's a right, not a privilege Every individual has the right to learn and be educated, and have the opportunity to view the world in a different perspective Free Education cont. Free Appropriate Public Education - FAPE FAPE must be made available to all eligible individuals with disabilities. (5) All students that have a disability who are eligible under the IDEA and Section 504 is entitled to a free appropriate public education. (5) FAPE is provided at public expense at no charge to the recipient. FAPE must be provided under supervision and direction. FAPE provides conformity with the IEP. FAPE must meet state standards. (5) U.S. Supreme Court Review Docket No. 91-1523 Argued Wednesday, October 6, 1993 Should All Education Be Free? Most education is funded by state taxes, or privately instituted in schools. Amy Rowley was an eight year old hearing impaired student that required specialized equipment and accommodations for her in-class instruction at Furnace Woods Elementary School. Kids can get a good education and families can maintain their social class. Why have Free Education? Around 72% of students stay in-state in which the kids may not be able to go to a certain college that supplies their specialty or field(s) they want to enter in. Another reason free education should be mandated is because it is an individual right to be educated. It also promotes individual freedom, boosting individual self esteem with the power of education. Who funds education? Germany Finland France Sweden Norway Slovenia Brazil Sri Lanka Belgium Free Appropriate Public Education - FAPE The question of what is "appropriate" began in 1980 with Amy Rowley. Who already has Free EDUCATION?
