She spoke "Cockney" dialect of the English language, a dialect which was associated with the suburbs of east London, the East End. Around the time when "Pygmalion" was published the East End of London grew to be associated with poverty and destitute. Most psychologists consider those falling in the range of 95-105 as having a normal or average IQ.
