Before Obamacare
America's health care: most expensive system in the world
no governmentaly set costs for provided services
Medicaid
Health insurance program
low-income families and children
provides basic health insurance

Obamacare=> expansion (15.9 million men, women and children below 138% of the poverty level)
net covers more lower/middle class Americans, which once didn't qualify for medicaid

First major reform under Obamacare:

Cost insurance companies a lot of money

Second major reform under Obamacare:
NO co-pays like birth control

AGAIN: cost insurance companies a lot of money

=> People win and insurance companies loose

3 rd major reform under Obamacare:
"Individual Mandate"

Everyone needs to be under health insurance
NEW CONCEPT: government makes people buy health insurance
-Sags in face of American liberty

What happens if you don't have health insurance?
1) You can't afford it:
EXAMPLE:
A family of for earns $40.000 a year (above Medicaid line but still can’t afford insurance)
Government is going to pay a portion of the cost, depending on the salary
money has to come from somewhere= rich people
2) You can afford it
fine (tax)cheap at the beginning- rises per year

4th major reform under Obamacare:
Online health care exchanges
state runs website
Idea :all different health care plans online= drives competition
bring more people into health care market=> going closer to universal coverage-> ultimate goal- will drive down costs

Medicare
A Federal health insurance program for people who are age 65 or older
Obamacare=> not many changes
more preventive services, for less

Republicans
Obamacare will destroy the economy by forcing businesses to spend more on health care costs. So in some cases businesses are hiring part-time workers instead of full-time ones (to save money)
"less government is better!"

History of Health Care in the United States
1900 '10 '20 '30 '40 '50 '60 '70 '80 '90 2000 '10
Great Depression
bigger emphasis on insurances & care of the elderly

WWII
governmental wage & price - controls: to attract workers, some companies offer first insurances
new medication, vaccines and treatments are discovered
price for hospital care doubles
aging workforce: due to rising costs, offering insurances is less attractive for employers
new technology and medication provide better services
health care costs rise
Invention of
Medicare
and
Medicaid
under president Lyndon B. Johnson (Democrat)
sickness insurance guaranteed by the states is promoted - but has no success

Government Shutdown In 2013
the republican majority in the House of Representatives proposed a budged appropriation that did not include Obamacare
the democrat majority in the Senate repealed that one and presented a law that included Obamacare
How Do You Interpret The Cartoon?
What do the people think?
Rich
Poor
"We're paying for the insurance of lazy people who don't work enough. That's not fair!"
"I wasn't insured before because I couldn't afford it. Now I get financial support when I need to go the hospital and don't get too deep into dept."
"My entire life I was able to pay for my own needs myself. But now I am forced to be insured."
Young
Elderly
"Our generation will have to pay for this in the future."
"People get older these days, and Medicare could not cover everyone's needs anymore."
Women
"When I'm not insured by 1st January 2014, I will have to pay fines. That will make my situation even worse!"
"Because I love food, hate the gym,
and believe every person in a country as rich as ours should have access to health care, I am 65% in favor of Obamacare.
Diseases don't discriminate between rich or poor
. Why should only those who can afford health care get to live? It just doesn't seem right and we should pitch in to help those who are too poor to afford care." -Sam,
http://www.financialsamurai.com/winners-and-losers-of-obamacare/
"I am young and healthy! Why should I pay for something I will not use?"
"private insurances have other conditions now. I need another insurance to cover my needs"

"Obamacare is a way to give small firms new, cheaper sources of insurance through their own health exchanges"

"Why am I now responsible for the health insurance of my workers?"
