For Low-Income Communities in Suffolk
1. HFS rarely, if ever, has the need to transport 12 people at once and from the same or nearby locations.
4. Helping participants find other ways to get around develops self-sufficiency, is relational and is a lot more sustainable than providing the transportation ourselves.

This is HRT’s cooperative public service designed to promote and implement transportation alternatives.
The nation’s largest commuter rewards program.
TRAFFIX promotes and helps manage alternative transportation for employers.
Connect Hampton Roads
Western Tidewater Community Transportation Collaborative
The purpose is to solicit ideas in order to develop a realistic and achievable plan for better transit.
Made up by 32 different organizations and individuals.
The vast majority of those who do not own a car (which is only 5.1% of Suffolk households) would rather ride with friends and family or walk than take the bus.
Research Findings

“In bigger cities, mass transit is a way of life, but in Suffolk, the only people who ride the bus are the poor.”

Western Tidewater Community Transportation Collaborative's directory
Hampton Roads' Coordinated Human Service Mobility Plan
Originate at the Suffolk Bus Plaza located in downtown to allow transfers between routes.
Operate Monday through Friday on one hour headways.
Two new routes starting Aug. 4th!
No charge to the passengers, but there is a suggested contribution of $4.
The service runs Monday through Friday, with the last pickup at 3pm.
Trips can only be to medical appointments.
Not restricted to the ¾ of a mile rule.
Cost per ride is $3.
Door to door service within three quarters of a mile of the Virginia Regional Transit (VRT) service routes.
All riders must be qualified by the Senior Services Paratransit scheduler, and certified according to the Americans with Disabilities Act .
The site even has a map and a directory so people can find carpool or commute buddies.
Free to join and free to use.
You can earn rewards for using alternative modes of transportation.
Two of their programs are open and available to the entire Hampton Roads region.
TRAFFIX is working on contacting businesses in the area to start a vanpool.
One of the areas with most low-income employment is Progress Rd.
Within two years they plan on identifying potential funding options, with dedicated funding from the state being the goal.
Just launched the
Friends and Family Gift Card Program.
"I don't know where the bus goes, where it stops or how often it comes by."
"I don't know where to go and find a bus map and schedule."
Four Barriers
2. No night or weekend services.

4. No service in rural o̶r̶ N̶.̶ ̶S̶u̶f̶f̶o̶l̶k̶ areas.
6. If you are teaching any classes or have an opportunity to do so, take your participants on a “Ride the Bus” field trip.
7. If you are not yet a member, look into becoming a part of the Western Tidewater Community Transportation Collaborative.

3. Be aware of the services available and use the directory to assist and educate others.

HFS should consider NOT getting a van.
HFS should consider starting an Individual Development Account (IDA) program so people can save towards cars.

An asset-building program that is intentionally targeted at low-income households.

It allows them to have access to the four institutional determinants of savings and asset accumulation:
1. Institutionalized Savings Mechanisms
2. Financial Information and Education
3. Incentives
4. Facilitation
They have a successful IDA program with graduates from both these courses.
About 80% of their IDA participants are saving towards a car.
They have seen people get better jobs and be empowered by the freedom that comes with car ownership.
Over 75% of recipients got better jobs and/or boosted their earnings an average of $7,000 within the first year.
Many took part in work related training and/or continued education outside of the workplace.
More time spent at home by parents with their children.
More children were involved in sports and other after school activities.
2. Determine the feasibility.
3. Identify capacities, periods, caps and rates.
4. Choose and partner with a financial institution.
Awareness and education are key.

Many in our community are already working to address the issues.
