What are they?
CSS3 compliant boilerplate
With layout, components, animations, dynamic contents, etc

Bootstrap: http://getbootstrap.com/, ver: 3.1.1
Semantic-UI: http://semantic-ui.com/, ver: (unknown)

Both are under "quick" development
In many ways, they are similar
Strictly CSS based
Layout, components, dynamics
Mixed use
Mixed use is possible.
No conflicts.
But...
Semantic-UI:
Uses more natural language
More attractive icons
No carousel and some other components
Modal dialog is not intuitive (and requires js)
Almost no ready templates for modification

while...
Bootstrap:
Less intuitive in grammar
Less attractive icons
All components (carousel, modal dialog)
More templates for modification
