Urban Regeneration and Development
The Integrated Plan for Urban Regeneration and Development (IPURD) of the city of Varna is a project elaborated under the Scheme" BG161RO001/1.4-07/2010 "Support for integrated plans for urban rehabilitation and development" of the Operational Program "Regional Development".
The project duration was 30 months with a budget totals at 999,542.00 BGN. The funds was provided in proportion 85:10:5%, respectively from the following sources:
European Fund for regional development - 849,610.70 BGN
State Budget of republic of Bulgaria - 99,954.20 BGN
Budget of the Municipality of Varna - 49,977.10 BGN
The Integrated Plan for Urban Regeneration and Development is an innovative tool for planning and management of urban formations, which is based on the application of the unified approach to spatial, temporal and functional coordination and integration of policy and management actions, mobilization of resources and development and implementation of strategic projects for the development of the city .
By the methods of integrated spatial planning, the strategic planning of regional development and the traditional planning, the project aims to ensure adequate planning foundation for sustainable growth of Varna in the next programming period (2014 - 2020) in a broad partnership, publicity and commitment of all stakeholders.
EXPECTATIONS IN DEVELOPING OF IPURD-VARNA
Providing adequate planning basis for development of the city in the next programming period
Integrated problem solving
Effective utilization of comparative advantages of Varna
Raising energy efficiency in public and residential buildings
Improving the urban environment - including public recreation areas,
parks, gardens, playgrounds, spaces, pedestrian and cycle lanes, pedestrian
zones, subways, street networks and street lighting and more.
Development of business infrastructure in the area with potential for economic
Building new sports facilities - gyms, swimming pools, soccer fields, stadiums, volleyball and basketball courts, tennis courts and more.
Improving the cultural sites - cultural centers, theaters, community centers, libraries, museums, exhibition halls and more.
Maintain and enhance educational facilities - kindergartens, primary and secondary schools and more.
Improvement of health and social facilities - hospitals, social housing centers.
Introducing integrated urban transport - plans and systems for traffic management, improve accessibility and upgrading transport infrastructure, development of route network and more.

GOALS IN DEVELOPMENT OF THE PLAN
The Integrated Plan for Urban Regeneration and Development is aimed to create conditions for:
Territory sustainable development
Reducing the inner-city differences
Improving the living conditions and the work conditions for the business community
Establishment of an integrated approach to planning and management of the city, aimed at efficient capitalization of its comparative advantages
STAGES OF DEVELOPMENT OF THE PLAN
Worked out a target and problem analysis of the current situation in the space-functional, socio-economic and environmental plans, and in terms of availability of plans and schemes in force for the territory of Varna.
Formulated a vision for the city development with a horizon to 2020.
Approved three zones for influence.
Held public hearings, discussions, expert panels, surveys (targeted 65 organizations in total).
Developed a strategic framework of the IPURD - Varna.
Identified and prioritized projects for inclusion in the IPURD - Varna.
Developed detailed plans (Plan for Western Industrial Zone - Part II " with an area of 1,657,856 m2).
Developed technical specifications for detailed design of the 12 sites, included in the plan.
Completed environmental procedures under the Environment Protection and Biodiversity Acts.

with functional, average characteristics and condition of the technical infrastructure that do not meet the investment demand for development
of the existing and new economic activities, and free territories, defined
with the development plans for these purposes;
• Areas with public functions and high public importance
can be the
downtown, central walkways and other areas with available or possible
concentration of functions with a public nature and high public
importance, areas with predominance of buildings with public
administrative functions and the presence of buildings -
real estate with cultural values.

Missing or poor condition of the existing systems of the technical
infrastructure, street, sidewalk and alley paving.
Missing or underdeveloped elements of public transport (regular
shuttle buses and related infrastructure).
Undeveloped, natural state, unfurnished or in poor condition
elements of the urban living environment (green areas for
widespread public use , spaces between residential blocks,
playgrounds, street and alley lighting).
Environment with impaired ecological parameters.
Group II: Socio-economic
High level of poverty and exclusion
High level of long-term unemployment
Unsatisfactory demographic indicators (high mortality, lower life
expectancy, impaired educational structure, too high number of
household members, etc.).
Low level of economic activities
The majority of the population are ethnic, minority groups or
