Mother Tongue as a subject will focus on the development of reading and speaking from Grades 1 to 3.

as a medium of instruction the
mother tongue will be used in all learning areas from kinder to grades 3 except in the teaching of Filipino and English subjects

Filipino will be introduced on the first semester of Grade 1 for oral fluency (speaking). For reading and writing purposes, it will be taught beginning in the second semester of Grade 1. The four other macro skills which are listening, speaking, reading and writing in Filipino will continuously be developed from Grades 2 to 6.
“first-language-first” education that is, schooling which begins in the mother tongue and transitions to additional languages particularly in Filipino and English

child’s own language enables her/him to express him/herself easily, then, there is no fear of making mistakes

encourages active participation by children in the learning process because they understand what is being discussed and what is being asked of them

can immediately use their mother tongue to construct and explain their world, articulate their thoughts, and add new concepts to what they already know

introduction of the Mother Tongue Base-Multi Lingual Education (MTB-MLE)

specifically in Kindergarten, Grades 1, 2 and 3 to support the goal of “Every Child-A-Reader and A Writer” by Grade 1

main principle: of MTB-MLE:
to start the learner in a language that he or she is comfortable with.
“ We are institutionalizing the teaching of MTB-MLE as one of the subjects from Grade 1 to Grade 3 and as the medium of instruction from kinder to Grade 3 so that we can develop well-rounder and life-long learners under the K to 12 basic education reform program,” said Education Secretary br. Armin Luistro FSC.

the MTB-MLE will be implemented in two modules:
1) as a learning/subject area
2) as medium of instruction

English as a subject will be introduced in the second semester of Grade 1 while reading and writing in English will start in the first semester of Grade 2.

However, the success of this approach lies not entirely on the school administrators but on the support it gets from the community as well.
