The Governor signed the bill after it had been passed by both houses.
AB 1358 Becomes Law
As with all non-emergency bills, AB 1358 becomes law on January 1st, 2014. This is the first effective date a local student body could run an election to assess the fee.
Local Elections
Local student bodies can now run elections to assess the redefined Student Representation Fee.

Because of the voter turnout threshold, it is recommended that these elections be held with the regularly held general elections in Spring.
District Collects Fees for One Year
The district collects the fees.

The locally directed dollar is disbursed as normal to the ASO on the timeline set forward by the district.

The state-wide student organization directed dollar is collected throughout the year, and sent to the Board of Governors for holding by February 15th of each year.
Board of Governors Disburses Funds
By April 15th of each year the Board of Governors disburses the funds to the recognized statewide student organization (the SSCCC | see Title 5, Section 50002) if the organization meets the requirements set forward in the Education Code, Section 76060.5.

Support from The Powers That Be
A referendum is the official mechanism for putting the student representation fee on a ballot. Your students will consider the full language of the fee and either vote yes or no to assess it upon themselves.
The SSCCC will be creating sample referendum language.
Check the referendum language with your advisor and general counsel (lawyer) before attempting to put it on the ballot.
Support from your student body is critical! This is achieved through a campaign, just as your normal elections seek support through their campaigns. Messaging is critical.
The SSCCC will be producing sample messaging for local elections.
Though this fee is explicitly for student governments and the representation of students of a college, it is important to get the support of the administrations, faculty and staff as you move forward.
First, of course, get your advisor on board!
Once your advisor is supportive, ask for a joint meeting with the appropriate administrators, all the way up to the President. Talk to them about why it is important and ask for their support.
You should also ask for the support of your academic senate and classified senate (if there is one at your college).
Pass a motion on your board to investigate putting the student representation fee on the next election ballot and to have a report returned by a specified date for action.
Get the support of your advisor.
Get the support of your student trustee.
Get the support of your administration.
Draft referendum language (using the template produced by the SSCCC).
Take referendum language to your advisor for review.
Take referendum language to your general counsel for review.
Take the referendum back to your board with your report for review and final action to put on the upcoming election ballot.
Get the support of your faculty and classified senates.
Begin your awareness campaign.
(1) Is established as a legal entity registered with the Secretary of State.
(2) Demonstrates compliance with all applicable state and federal laws and reporting requirements.
(3) Exercises prudent fiscal management by establishing generally accepted accounting controls and procedures.
(4) (A) Commencing after the first year it receives funding pursuant to this subdivision, completes an annual independent financial audit, the results of which shall be annually provided to the Board of Governors for review.
(B) (i) Except as provided in clause (ii) and after the first year funding is received, it shall be a condition for funding pursuant to this subdivision that the results of the annual audit identify no significant audit findings.
(ii) In no event shall funds be withheld from the statewide community college student organization unless the statewide community college student organization fails to address and correct any identified exceptions, concerns, errors, or deficiencies contained in the annual audit after being given a reasonable opportunity to do so.
(5) Meets the obligations and addresses the goals described in subdivision (c).
(A) Establishing a sustainable foundation for statewide community college student representation and advocacy.
(B) Promoting institutional and organizational memory.
(C) Ensuring and maintaining responsible community college student organizational oversight and decisionmaking.
(D) Strengthening regional approaches for community college student representation and coordination.
(E) Promoting and enhancing student opportunities for engagement in community college student issues and affairs.
(F) Providing for open and public transparency and accountability.
