The Forms and Functions of Response to Intervention (RtI)

What is the relationship between IDEA & RtI?
• In 2004, IDEA authorized funding for Response to Intervention (RtI) in the United States.
- The act authorizes that 15% of funds be used in order to provide services to students BEFORE they are identified with a disability.
• Before authorizing funding for RtI, a student had to have a “severe discrepancy” in their intellectual ability in order for a student to be considered as having a specific learning disability (SLD).
-Therefore, a student had to fail before even being referred to special education services.
• Although RtI can be effective, it is lengthy. The reauthorization has left many questions to be researched regarding on how to implement “best practices” in RtI.

Easy to administer & doesn't take a long time
Intervenes the child in hopes of keeping the child in the general ed. classroom

Not enough specialists
May lead to schools identifying more learning disabled (LD) students.
Children may miss imp. information as they are pulled out from the gen. ed. classroom.
The National Center on RtI summarizes RtI:

"With RtI, schools identify students at risk for poor learning outcomes, monitor student progress, provide evidence-based interventions and adjust the intensity and nature of those interventions depending on a student's responsiveness, and identify students with learning disabilities or other disabilities." - NCRTI, 2010

The child is monitored constantly by parents and administrators to see what has been done to help the student.
Teachers don't make use of RtI effectively due to lack of information.

RtI was developed starting in the late 1970s.
Researchers wanted to find a method of identifying learning disabilities that avoided the discrepancy model.
RtI was recognized in the 2004 reauthorization of the federal Individuals Disabilities Education Act (IDEA) as one option that school districts can use to identify students with disabilities.

De Chaumes Elementary has an RtI team that regularly monitors student progress and has data collection through school wide screening.

Implementing Response to Intervention --Prairie Children Preschool

After all our research and experiences in the field, we realized the RtI plays an important role in many schools. Most of the staff in the schools we visited agreed that RtI is beneficial and effective for the students because it provides students with the services they need and proper placements. However, there are still some flaws in our school system that prevents RtI from reaching its full potential and lack of understanding from instructors.
