00:01 - 00:05
reflective practitioner video journal Number three School Governance and I
00:05 - 00:06
Am Harmony Harvell.
00:07 - 00:08
Tonight, September 8th 2020.
00:09 - 00:14
I attended our school board meeting in Rincon Valley School
00:14 - 00:17
District in that the school district that I work.
00:21 - 00:23
So tonight I was taking a look at power struggles.
00:24 - 00:28
We have a five member board, and all of them
00:29 - 00:34
have been members are parents in our community For at
00:34 - 00:38
least 15 plus years, we have on the board three
00:39 - 00:42
that have been also board members for 15 plus years.
00:42 - 00:45
And to newer board members, the most power struggle that
00:46 - 00:48
I see is between the board members who have been
00:48 - 00:52
on the board longer, particularly our current president and our
00:52 - 00:52
past president.
00:53 - 00:56
So our current president, his style is methodical.
00:57 - 01:01
Slow takes Robert's rules of order very seriously and clips
01:01 - 01:02
at a slow pace.
01:03 - 01:06
Our former president, who just left her seat as president
01:07 - 01:10
about Wells it was at the end of last school
01:10 - 01:12
year. Um, and of course, she's still a board member.
01:12 - 01:13
And she's secretary.
01:13 - 01:17
She was president for quite a long time, numerous times
01:17 - 01:22
over, and her style is, you know, quite clipped moves
01:22 - 01:26
on the agenda and just kind of just moves along
01:26 - 01:28
more of, ah, faster pace.
01:29 - 01:32
So what will happen is our current president will call
01:32 - 01:36
for emotion, and she's always the first Teoh make emotion,
01:37 - 01:39
and she doesn't end somewhat a quick and gruff way
01:39 - 01:41
on the two of them kind of push pull with
01:41 - 01:46
the speed of which they talk and how speedily the
01:46 - 01:48
agenda gets taking care off.
01:49 - 01:50
So I kind of see that between the two of
01:50 - 01:51
them quite a bit.
01:51 - 01:55
The second power struggle is between a newer board member
01:56 - 01:58
who asked a lot of questions, and he kind until
01:59 - 02:03
there's some irritants in the other board members to kind
02:03 - 02:07
of have him either ask these questions in closed session
02:07 - 02:10
or kind of also move along with his question asked.
02:11 - 02:13
Sometimes it seems like he's varying in tow, asking specific
02:14 - 02:17
questions about a specific site that his Children attend.
02:18 - 02:21
So there's that kind of, um, push and pull between,
02:22 - 02:24
like, kind of get your questions taking care of in
02:24 - 02:26
a different forum that you can kind of see happening.
02:27 - 02:28
The second is our use of language.
02:29 - 02:30
Ah, formal or informal.
02:31 - 02:32
Our board is very conversational.
02:33 - 02:36
They try really hard to make it formal by calling
02:36 - 02:39
community members and each other by last name, but it
02:39 - 02:41
it falls apart quite quickly on the regular.
02:42 - 02:43
Uh, this community is close.
02:44 - 02:45
They've known each other for a very long time.
02:46 - 02:50
Their teachers and parents who no board members in a
02:50 - 02:55
lot of different ways personally, So it usually goes to
02:55 - 02:56
an informal level.
02:57 - 02:59
Now, when they're talking about things that maybe they're not
02:59 - 03:04
as familiar with, you will see its spa transition to
03:04 - 03:08
formal a ZX there looking at maybe something that's not
03:08 - 03:09
quite in their comfort zone.
03:10 - 03:14
So next I was looking at some underlying beliefs.
03:15 - 03:18
So what I really have felt across is an underlying
03:19 - 03:23
belief for this board is, um, the importance of special
03:23 - 03:26
education and making sure that it is funded and it
03:26 - 03:30
is inclusive and that it is, um, well taught and
03:30 - 03:31
that laws are being followed.
03:32 - 03:35
And the other underlying belief that I've, um I can
03:35 - 03:37
you can feel across is the importance for music.
03:39 - 03:42
So music, education and putting that as a priority, really,
03:42 - 03:47
sometimes above all else, um, it is long held.
03:48 - 03:50
Lastly is kind of a financial fear.
03:51 - 03:53
Um, I don't know that I necessarily was a belief.
03:53 - 03:56
But there's a financial fear that kind of has run
03:56 - 03:58
a thread the last, like four or five years.
03:59 - 04:00
Do we have enough money?
04:00 - 04:01
Will we keep enough money?
04:02 - 04:03
We're spending too much money.
04:03 - 04:06
Um, so that kind of always is in an underbelly
04:07 - 04:07
of conversation.
04:09 - 04:11
Lesson learned for myself.
04:11 - 04:13
I don't have anything new that I learned tonight.
04:14 - 04:18
I have been attending board meetings, both in the district.
04:18 - 04:19
I live, right?
04:20 - 04:22
And in the district, I work Rincon Valley.
04:23 - 04:26
Eso I've been involved in some capacity in for at
04:27 - 04:30
board meetings or in board meetings, Um, for the last
04:30 - 04:31
17 years.
04:32 - 04:35
So I'm familiar with the process, and I have a
04:35 - 04:37
comfort in and sitting in a board meeting, speaking in
04:38 - 04:40
a board meeting, presenting at a board meeting so I
04:40 - 04:42
don't have any new lessons learned tonight.
04:44 - 04:49
Lastly, surprises surprises tonight actually were that the board used
04:49 - 04:50
their open time at the end.
04:51 - 04:56
Usually, Ah, union presidents go for both certificated classified to
04:56 - 04:58
make a statement, and then they're able to make open
04:58 - 04:59
statement. They usually do not.
05:00 - 05:05
But tonight they decided Teoh acknowledge, uh, admin certificated, classified
05:05 - 05:07
for the work that they've been doing during distance learning,
05:07 - 05:09
so that was a nice surprise to see that acknowledgement.
05:10 - 05:13
Um, my last one is It is an unanswered question
05:13 - 05:15
that I've had for a long time that I have
05:15 - 05:16
never taken the time to really answer.
05:17 - 05:17
But I need to.
05:17 - 05:21
Which is I feel like I want to understand where
05:21 - 05:24
the real decision making a curse, because to me it
05:24 - 05:26
doesn't feel like it occurs in open session.
05:27 - 05:32
Our board has never never descended from each other.
05:32 - 05:36
They always vote unanimously, and it doesn't feel to me
05:36 - 05:37
that that's authentic.
05:38 - 05:39
And it's start because somebody had to disagree.
05:40 - 05:42
Somewhere along the line, they got to a point where
05:42 - 05:43
they all agreed.
05:43 - 05:46
So my question is, does that just happen in closed
05:47 - 05:49
session where they have those conversations and bigger out?
05:49 - 05:50
Where we going with this?
05:50 - 05:51
What's our decision?
05:52 - 05:54
Does that happen in some other type of forum?
05:55 - 05:57
Is the superintendent the liaison to make those those recommendations
05:59 - 06:00
to them privately, outside.
06:01 - 06:06
I'm just wanting to understand, um, were the rial decision
06:07 - 06:11
making time and process happens and how that happens and
06:11 - 06:13
when that happens because when they come to an open
06:14 - 06:19
board meeting, it's clear that nothing there may or may
06:20 - 06:23
not sway their mind, but they definitely have come already
06:23 - 06:26
with their decision which way they're going to vote.
06:27 - 06:28
So that's a current unanswered question.
06:29 - 06:30
Thank you for your time.
06:31 - 06:33
