  1. Hey, everyone.
  2. So my state policy presentation is gonna be on the
  3. state of Colorado, and we're first going to start off
  4. with some background on historical policies.
  5. So, historically, the top five languages spoken in Colorado besides
  6. English have been Spanish, Arabic, Vietnamese, Chinese and Russian.
  7. With this wide variety of languages spoken what can be
  8. done to help PLL students in Colorado schools?
  9. In the early two thousands, Colorado became a member of
  10. W I D E A, which is world class instructional
  11. design and assessment.
  12. Colorado fully adopted W I.
  13. D. A.
  14. In 2000 and 13.
  15. In 2014 Colorado updated the E L P A, which
  16. is the English Language Proficiency Act.
  17. This reenactment provided much needed funding to schools with E
  18. L L programs.
  19. So this funding provided these l l programs with better
  20. resource is such as better textbooks.
  21. Um, access to different types of resource is that they
  22. need the ability to have mawr l l programs within
  23. their schools and just to provide them, um, or equitable
  24. experience. So some of the current practices for E.
  25. L. L's in Colorado is the W I.
  26. D. E.
  27. A, which is the world class instructional design and assessment.
  28. So I'm gonna go into some more detail about what
  29. w i d.
  30. A actually is W I.
  31. D A.
  32. Was adopted by the state of Colorado in 2000 and
  33. 13. The goal of W i.
  34. D. A.
  35. Was to design and implement a program that provides L
  36. l students with equitable educational opportunities while holding them to
  37. a high standard.
  38. W i.
  39. D. A.
  40. Has been enacted by a consortium of states across the
  41. country. W i d A.
  42. Aims to create a standard throughout the states for assessing
  43. e l l s.
  44. That holds true state to state.
  45. This is a good measure for E l l students
  46. because this is a way to ensure students throughout the
  47. country are getting the same level of education.
  48. W i D e a.
  49. Evaluate students using a uniformed technique by using the same
  50. criteria to evaluate students.
  51. This provides e l l students the same levels of
  52. support throughout this consortium of states who are a member
  53. of W i d A.
  54. So w I d.
  55. A. Can basically be used as a measure to ensure
  56. that students across the country are getting a similar level
  57. of education.
  58. Because students are all given the same type of placement
  59. test students throughout the country should be given the same
  60. level of support.
  61. So this allows for School District's as well as the
  62. government to ensure that students are getting the same level
  63. of support and it will provide them with adequate funding
  64. for their programs.
  65. So some of the other current practices as of 2000
  66. and 17 there were 105,000 500 students in L programs
  67. in the state of Colorado, and I'm sure the number
  68. is greater.
  69. But this was the most recent number that I could
  70. find the practices enacted for L L students in the
  71. state of Colorado.
  72. Very due to the fact that once students are placed
  73. in l l programs, the L.
  74. E A's are given the freedom to determine practices that
  75. work best for their students.
  76. The state of Colorado currently uses W idea as a
  77. means for providing l l instruction.
  78. W I.
  79. D A.
  80. Provides the state of Colorado with programming to identify and
  81. then later assessed student progress.
  82. E l L students are provided tiered instruction based on
  83. their placement tests.
  84. So what do u e l l classrooms look like
  85. in Colorado?
  86. E l l instruction can take on a variety of
  87. different forms.
  88. Students are given placement test and then placed in different
  89. tiered levels of support.
  90. These levels convey Ari School District to School District, but
  91. due to W.
  92. I. D.
  93. A. This instruction should provide the same educational opportunities throughout
  94. the state of Colorado as well as the consortium of
  95. states that follow W i D E.
  96. A. Ah common form of E l L.
  97. Instruction is when e.
  98. L students who need extra support are placed into a
  99. classroom with other e l L students who are have
  100. a similar level of needs.
  101. In this type of supports system, students air place based
  102. on their needs and are allowed to integrate English gradually.
  103. This differs from the immersion technique where students are required
  104. to speak on Lee English.
  105. This technique is often more effective for E.
  106. L. L's because they're able to speak their native language
  107. when needed or applicable.
  108. School District's in Colorado are required through W i d
  109. A. To provide e l l students with equitable educational
  110. opportunities, and although this is a great standard.
  111. It's not very clear, and it can take many shapes.
  112. So the state of Colorado leaves this up to the
  113. interpretation of the school district or L.
  114. E. A's.
  115. They will then measure it's success later throughout the year
  116. using those assessments.
  117. So I wanted to talk about some of the impacts
  118. of passed and President E.
  119. L L programs on students, so past policies such as
  120. total immersion for E.
  121. L L students had many negative impacts.
  122. Total emergent immersion has forced L.
  123. L students to completely abandon their native language, causing them
  124. to lose parts of their identity.
  125. In the past, students who spoke a different language were
  126. not treated with the same respect as native English speakers.
  127. In the past, many teachers felt it was their duty
  128. to assimilate students by forcing them to speak on Lee
  129. English. This erase part of their identity and made students
  130. feel unwelcome or unwanted in schools.
  131. In recent years, educators have learned the value of a
  132. diverse and welcoming classroom by recognizing differences in students.
  133. Lingle background We foster an environment that allows for student
  134. success as well as celebrating diversity, so we've learned recently
  135. that total immersion is actually not the best technique for
  136. teaching Els.
  137. We've realized that e l L students need to be
  138. able to use their native language to help them understand
  139. English and also to help their classrooms understood.
  140. Classmates understand the value of diversity within their classroom.
  141. So that is all I have on the impact.
  142. And then I just wanted to include a brief work
  143. cited, and that is all Thank you for taking the
  144. time to listen to my presentation and have a good
