Climate Change
2003-2012
Overview Overview Projects in Asia: 530 Diversify and promote projects fostering Sustainable transport, Biogas and Smokers
Evolve projects already consolidated (Photovoltaic, stoves, etc) to a second phase: Industry and business generation
Incorporate deep gender approaches into projects
Foster Community Driven Development projects (CBO based projects) - Photovoltaic projects deeply rooted,
diversified and mature in the region
- Biogas the second in # of projects,16%
- Potentiality of Jatropha projects:
Biodiesel production
Carbon storage
Combination with biogas digestors - Promote the diversification of photovoltaic projects to more holistic initiatives: interesting CS of Mauritius
-Diversify other energies:
Foster biogas
Promote wind and waste to energy
- Research and awareness raising about Jatropha projects Majority of projects on Home stoves (35%) and Water (30%) Solar cooker and dryers second (30%) Evolve Stoves and Solar smokers projects to a second phase, fostering industry development and enterprises creations for home stoves and smokers
Generate a case study with good practices on water and irrigation: Good case studies in SGP Nigeria and Namibia Almost no projects existing in sustainable transport: four projects in Africa in 10 years. Generate project examples of sustainable transport in Africa: Interesting case study requested to Tanzania but files were lost. Majority of projects on Re-forestation and Cultivation (90%)
Lack of Gender approaches incorporated into projects
No standardized mechanisms to foster project sustainability Generate knowledge about Gender approaches among NCs: Case study included on the portfolio
Standardize mechanisms to foster project sustainability: capacity building, enterprise creation, etc 580 projects in total, majority of projects on:
Photovoltaic panels: 103
Reforestation: 80
Cultivation: 71
Home stoves: 49
Water efficiency: 42
Weak incorporation of gender approaches to projects Incorporate mechanisms to increase the % of CBO driven projects (12% lower than the SGP average)
Evolve consolidated projects of biomass to a second phase incorporating Industry applications
Promote the lessons learned in Buildings efficiency and Hydro power.
Promote Sustainable transport projects General Recommendations Gender A lack of knowledge about gender
approach in development projects was observed:

It would be recommended to:
a) Reinforce knowledge on gender approach among NCs and grantees through courses and workshops
b) Provide case studies and examples of good practices in order to be replicated Taking into account the importance
of empowerment and agency into
development projects (estimated to
be higher in CBO projects) it would be recommended to implement mechanisms to increase the % of projects implemented by CBOs (e.g. Guatemala's Almanario) Large amount of projects on Biomass, 37%, and Hydro Power, 24%
Biomass projects are deeply rooted and mature in the region
High percentage of Waste to Energy projects,11% Promote Biomass projects to a second phase, industry applications and efficiency improvement: CS of China to energy and in hydro Large amount of projects on Water Efficiency, 35%, and Home Stoves, 30%
Projects on water efficiency very mature and diversified
Interesting projects on Building Efficiency with a high % compared to other regions,13% Promote the effective practices on Building Efficiency: Interesting CS of Iran
Disseminate information on the broad variety of activities possible on water projects Promote good practices in waste power projects The use of bikes is already introduced in the region. It would be interesting to foster projects including policy impact The number of projects on sustainable transport is significantly low compared with other categories High presence of Reforestation, 50%, and Cultivation, 38%, projects compared to recycling and compost projects 530 projects in total, majority of projects on:
Reforestation 72
Biomass 68
Water efficiency 55
Cultivation 56
Significant low presence of transport projects Projects by type Arab States Projects in Arab States: 288 Projects in Latin America and the Caribbean: 482 Observations Recommendations Renewable Energy Projects Arab States Observations Recommendations Projects Arab States Observations Recommendations Observations Recommendations Sustainable Transport Projects Arab States Carbon Storage Projects Arab States Observations Recommendations Energy Efficiency Projects in Europe: 537 Projects by type in Europe Observations Recommendations Renewable Energy Projects Europe and the CIS Energy Efficiency Projects Europe and the CIS Observations Recommendations Observations Recommendations Recommendations Observations Projects Europe and the CIS Sustainable Transport Carbon Storage Projects Europe and the CIS Observations Recommendations Projects by type Latin America and the Caribbean Observations Recommendations Latin America and the Caribbean Renewable Energy Projects Energy Efficiency Projects
Latin America and the Caribbean Observations Recommendations Recommendations Observations Sustainable Transport Projects
Latin America and the Caribbean Observations Recommendations Observations Recommendations Carbon Storage Projects
Latin America and the Caribbean Observations Apart from identifying the technology used in each project, the 2413 projects have been analyzed recognizing:
Income generation activities
Women empowerment activities
Awareness raising, education and capacity development activities
* The data on Africa is not valid A clear pattern can be identified:
Projects have strongly internalized awareness raising activities (81%)
On the contrary, the gender approach seems to be very weak in most of the projects (10%)
Income generation activities are around 36% "50% of participants of the project are women"
"Cooking stoves are used by women and therefore the project has a strong gender approach" Awareness raising and education Income generation (e.g. Guatemala) Empowerment and Community Driven Development The % of projects managed by CBOs in climate change (30%) is lower than the average of SGP projects (40%) 81% of the projects contain awareness raising, educational or capacity building activities. This result shows that the GEF SGP is very successful integrating this specific axis The fact that 35% of the projects contain income generation activities is a positive indicator.
Nevertheless, the successful cases shown in Asia, Arab States and Latin America should help to reinforce this in Europe and Africa where this percentage is lower Using the example of Egypt, increase the presence of sustainable transport projects in the region
Improve the knowledge of gender approaches among NCs and grantees
Income generation and revolving funds mechanisms should be documented Large presence of sustainable transport but mainly focused in just one country (Egypt)
The income generation axis seems to be integrated in numerous projects
Strong presence of mechanisms fostering project sustainability (revolving funds)
Large presence of energy efficiency projects related to households and industries
Few solar photovoltaic projects
Weak presence of gender component Low number of solar photovoltaic projects compared to other regions
Large number of solar thermal projects
Lowest diversification of renewable energy among all the regions Fostering wind project could be an opportunity for renewable energy portfolio diversification in the region Large number of electricity efficiency projects in households and industries
Large number of projects associated to Hammam boilers efficiency
High percentage of projects associated with industries Integrate gender activities into energy efficiency projects
The applications of energy efficiency to industry found in the Arab States portfolio are noteworthy The Arab states have the largest number of sustainable transport projects of the portfolio
Almost all the projects are gathered in Egypt
Large part of the projects focus on promoting the use of bikes in the city
Significant amount of transport fuel shift projects (from oil to natural gas) in cars Specifically in Egypt, apart from fostering the use of bikes as a sustainable mean of transportation, it would be interesting to develop projects aimed at creating bike lanes in the city and to achieve policy impacts on sustainable transport
Using the example of Egypt, increase the presence of sustainable transport projects in the region Large number of recycling and compost projects compared to reforestation and cultivation projects
High percentage of tourism projects compared to other regions
Interesting examples of income generation experiences (dates production in an oasis, revolving fund for agricultural initiatives, etc) Implement the successful mechanisms of income generation and sustainability applied in other kinds of projects in the the region to the recycling and compost projects Significantly low level of projects by CBOs (16%)
The average total budget per project (grants + co-financing) is the highest among all regions US$ 42,000
Europe is also the region raising the highest amount of co-financing (US$ 26 million)
The percentage of grants of total project cost is low (37%). Most of the co-financing is in cash (63%)
High percentage of grants from total cost of projects, 48%
Percentage of projects developed by CBOs, 34% higher than the average, 30% Highest amount of grants among all regions with US$ 18 million The only region raising less in co-financing than the amount given in grants.
The percentage of grants of the total project cost is the highest among all continents (52%) Asia is the region that receives the highest amount in grants per project; on average $32,000 per project The Arab States have the lowest percentage of projects by CBOs among the regions The region presents the lowest average amount of grants per project (US$ 24,000) and lowest total budget per project (US$ 55,000) Also the region with the lowest total amount of grants $7 millions Region with the highest percentage of projects developed by CBOs (52%)
The percentage of grants of total project cost is the lowest of all regions (34%) Region with the highest percentage of in kind co-financing (53%)
Latin America presents the highest average co-financing per project (US$ 51,000) Project portfolio very diversified, each category has between 9% and 31% projects
Second region in sustainable transport projects, mainly associated with tourism
Weakest region regarding percentage of gender approach integrated into projects
Projects concentrated in Reforestation, 84, solar photovoltaic, 56, and building efficiency, 50
Region with the lowest income generation index Project portfolio already diversified; would be interesting to improve gender and income generation approach within projects
Obtain a case study of building efficiency, technology poorly used in other regions Portfolio dominated by Solar photovoltaic, Solar thermal and Biogas but with presence of all the other categories
Presence of interesting projects of Building energy efficiency combined with Renewable technologies (Solar photovoltaic or Solar thermal)
Low presence of policy impact projects Foster projects involving policy impact Despite high level of projects involving Building energy efficiency, relatively few projects addressing policy impacts and workshops for engineers (such as found in other regions, e.g. Arab States)
Increase the number of projects addressing industry energy efficiency that involve a potential higher impact Large number of projects in Building energy efficiency, 34%, and Electricity efficiency, 28%
Relatively low percentage of energy efficiency applied to industries,14% Most of the projects involve bicycles, no public transport or transport fuel shift
Large majority of projects involve rural bike lanes for tourism purposes and environmental protection
Interesting projects because they involve sustainable transport, biodiversity protection and income generation activities Obtain a good case study of rural bike lanes and tourism to facilitate replication in other regions
Foster projects of sustainable transport in cities, similar to initiatives in Holland and Denmark Most of the projects involve reforestation projects, with this category being the strongest in this region
Projects on Recycling and Compost are very weak in number, with only 9 projects in total Foster carbon storage and income generation projects
For instance, boosting projects involving recycling, income generation and collaboration with the local administration (e.g. Asia) Low diversification of projects
Projects concentrated in Predominantly Solar photovoltaic and Hydro power, and some biomass Obtain lessons learned from the most developed technologies in the region (Solar photovoltaic and Hydro power)
Diversify project portfolio in renewable energies Less diversity of the regional portfolio; projects are concentrated on few specific subcategories (Solar Photovoltaic, Home Stoves, Water efficiency and Reforestation)
Highest integration of gender approach into projects and good income generation indexes
Specialization: Water projects in Bolivia, Biogas in Uruguay, hydro power in Dominican Republic, Gender and Empowerment in Guatemala, etc Obtain lessons learned from the most successful projects in the region (Water efficiency and Home Stoves)
Evolve the Home Stoves projects to a second phase; for instance, promoting industry generation, promoting supply of highly efficient home stoves and not just the supply Projects mainly focus on Water efficiency, 40%, and Home stoves, 43%
Low presence of other kinds of projects except Solar cookers, 13% No significant number of projects on sustainable transport; 4 projects developed in the last 10 years Find ways to adapt sustainable transport projects to the Latin American reality and boost number of projects
For instance, improving the net of public transport (bus) in certain cities or reducing the smoke produced by public transport The bus is a highly used medium of transportation in Latin America, any sustainable transport project in this subcategory Diversify project portfolio and promote the evolution of projects already rooted in the region to a second phase (industry creation)
Obtain case studies of most successful fields in the region: gender approach integration and large percentage of projects managed by CBOs Most of the projects in Reforestation ,55%, and Cultivation, 34% Interesting projects of Recycling and compost in the region, although limited in number, 16, projects; for example, the case of Barbados Obtain lessons learned of the projects in Recycling and compost in order to foster replication of projects involving recycling and income generation in the region Thanks! Total projects: 2413 Overview Overview Renewable energy is the category with most projects developed (33%)
Carbon Storage (28%) and Energy Efficiency (27%) are also among the more explored categories
It can be observed that the category Sustainable Transport is far from being significant in the Climate Change portfolio with only 5%
The category Awareness Raising includes projects of awareness raising, education and capacity building that did not involve any of the technologies quoted above Despite the similarity of the three main categories in terms of number of projects developed, the subcategories are differ as seen in the next slide
Within the Renewable Energy category, Solar Photovoltaic projects (303) are the most common, followed by Biogas (153) and Micro Hydro (120)
Within Energy Efficiency, projects on Irrigation, Sanitation and water efficiency (181) and Home Stoves (182) are the most common
In Carbon Storage, the most numerous projects are on Reforestarion (325) and Cultivation and Breeding (244) G1 G2 G4 G3 G5 G6 G7 G8 G9 G10 Large share of the co-financing is in kind, 52% AF1 AF2 AF3 AF4 AF5 AF6 AS1 AS2 AS3 AS4 AS5 AS6 AR1 AR2 AR3 AR4 AR5 AR6 E1 E2 E3 E4 E5 E6 LA2 LA3 LA1 LA4 LA5 LA6 Income generation / Gender/ Awareness Raising
