A model of innovation based on industrial demand program through applied research to increase business and industrial growth and inducing companies to move up in the value chain.
An effort by Ministry of Education (MOE) to:
Increase take-up rate in R&D & commercialization.
Technological problem solved in rapid execution and cost effective.
Feed direct need of industry through applied research
Increase the commercialization and spin-off R&D product in universities & research institutions

14 technical problems, 25 solutions presented

Relevant R&D for industry need
Impactful innovation project & cost effective
Upscalling companies to move up in value chain
Projects – MOE will finance applied research/prototype budget
Need commitment from the companies and complementary budget from other agencies, if any.
Direct assignment or face to face matching process:
Large learning spillovers project;
Large project; and
Problem Difficult to describe.
Web-based interface matching process
Companies post problem on the web;
PPRN direct it to relevant researchers;
Researchers can pose question and eventually make a proposal to solve it; and
PPRN and company will select the best proposal for their project.
Direct from Ministry Of Finance (MOF)
Lead by a Director JUSA C (Full time)
Secondment either from public or private sector.
Technical experts/specialists – 10 persons + 1 head/leader
Contract from universities or research institutes or industries.
Administrative and IT staff (Full time) – 7-9 persons
Secondment or contract basis.
Governed by a Board chaired by Secretary General II MOE comprises of representatives from relevant agencies and partners such as: (7-9 members)

Produces matches between companies with problems and research teams that can address them.
Facilitate the allocation of innovation project.
Help in financing the projects.
Contribute to ensuring that researchers in universities and research institutes have the incentive and facilities necessary to conduct applied research and to engage in research activities.
Contribute to ensuring that universities benefits from belonging to the Public-Private Research Network.
Public Research Network (PRN) Office – an entity under MOE.
An intermediary between companies and universities or research institutes.
Affiliates with foreign entities.
PUBLIC-PRIVATE RESEARCH NETWORK
PPRN – platform for industries to present technical problems, universities and research institutes respond & propose solutions.
Strategic networking with relevant agencies such as MTDC, SME Corp, PUNB etc
