Transcript of Airport and Terminal Management

Conclusion

Current Issues

Where is our
3rd runway?

serving 35% of passenger in UK
Heathrow is now operating 99% of its capacity.
5 Terminals with 2 Runways
short term solution…?
terminal 5 opened in 2008, solved the problem in short term.
considered to build 3rd runway, but rejected, why?
what is the alternative?
Expanding the others airport in London range
Built a new airport, with three-runways or more at East London?

Capacity is a warning….

Basic facts.....
London has 5 airports
London Heathrow Airport (LHR)
Gatwick Airport (LGW)
London Luton (LTN)
London Stansted (STN), and
London City (LCY)
Together serving 400+ destinations world wide
Heathrow is big brother, act as a major Hub in UK
Heathrow is Reaching its Limit

Productivity Change
of
Airports in China

Technical Efficiency
of
Airport in China

Under “One-country, Two-system”, there are 3 separate & independent air traffic control centers in PRD regions
Hong Kong, Zhuhai and Guangzhou

Airspace congestions over PRD skies have been big problem in HK & China, the Chinese air force allows little space for civil use.

Due to air traffic congestion, Shenzhen completed its 2nd runway in 2012, HK approved for 3rd runway.

Air Traffic Congestion

Challenges

How
Hong Kong International Airport
sustain its position and against challenge
from the Airport nearby??

Is more than an asset to a city in a modern society,

Not only provide linkage for
passengers and cargo

But also prerequisite to the development of trade,
and foreign investment and tourism.

Conclusion –
How HKG can sustain its position

Open Sky/
Release Air Space
(Con’t)

Air Space in China controlled by Air Force
Only 30% for civil aviation use
Air Traffic demand increase but airspace not released caused congestion
Flight Delay increase
Extra Fuel and time consumption
e.g.: 5000m “invisible wall” between SZX-HKG

Open Sky /
Release Air Space

Clear positioning and co-operation
Personnel training (exchange of professional)
Software optimisation
Government bodies should form the
IOC

Integrated Operation Committee
Discuss and co-ordinate issues (flight arrangement)
Role model and standardisation
Payment / upstream check-in
Complementary each other

Transfer Knowledge

Clearly…Software means….non-Hardware
i.e. some regulatory, governmental, policy wise…….
Many metropolises has more than 1 airport
E.g. London has 5, New York has 3, San Francisco has 3….Pearl River Delta (PRD) Region has 5
LDN / NY / SFC airports are under same management of ONE Authority
Good Linkage
Clear Goal / Great Positioning
Better Information Sharing
PRD airports are under 3 different Authorities.

Case Study:
London Airport(s)

Market share
in UK airports

London Five Airports

Under the rapid growth of economic and air traffic demand in PRD, there are many challenges and issues like:
Operation efficiency
Air space congestion

Does endless expansion help?

Capacity & Efficiency

Competition among A5 is strong
 60million + population & regions economic landscape
Chinese economy is expanding 8% increase per annum

Competitive
relationship of A5

China Trend – (Cargo)

Asia Region Trend – (Cargo)

Air cargo, HK vs Asian Hubs, 1999-2009

Few information sharing between different ATC
Independence operation caused complete airspace between airports
Airspace can’t utilization
Solution: integrated Air Traffic control complex

Air Traffic Control
Centralization/ Collaboration

China Trend – (PAX)

Air passengers, HK vs Key Mainland Hubs, 2000-2009

Air passengers, HK vs Asian Hubs, 1999-2009

Hong Kong

Introduction
Airport
Hong Kong
Hong Kong
CURRENT ISSUES FACING HKIA
Gateway of China, located @ heart of Asia
HKIA has more than 100 airlines with 170 destinations
One of the world’s busiest international cargo airport

Asia Region Trend – (PAX)

Air cargo, HK vs Key Mainland Hubs, 2000-2009
Heathrow
(Google Map)

To central London…..
Currently
Train, Tube, Coach, Bus, Taxi, Private Car….
“Heathrow Express”
Heathrow – Paddington (vice versa)

Use High Speed Railway (HSR), does it work?? i.e.
Use HSR to connect (5) airports in London to allow a collective hub
Link with airports @ Northern England

Yes….but ONLY little capacity…
Only can free up to 6% of slot.

Airport linkage…
Lesson Learn

Hardware :
Rapid Global Growth

Cope with
Rapid Growth
of the passenger / cargo
Passenger and cargo traffic
will grow at around 5% each year
for the next 20 years
Boeing and Airbus forecast:
a strong growth in
Asia-Pacific market’s
air services in coming 20 years.
Asia Pacific -
(China)
– highest growth, at about 6%, due to the region’s development potential .
Air Traffic demand increase but airspace not released caused

Hardware :
Economic vs. Service

Economic revenues to HK by
Trade service & Courier
Services in PRD
Trade/Courier services are more important
share (%) in HK GDP.
Immediate delivery and just-in-time service
of air transport plays an important role .
HK has a favorable geographical location
half of the world’s (population) in five hours
Highly increase in annual income to HK
HK$56.0 Billion
if fully utilized 3rd runway.

Airside capacity reduction by LCCs high demand in Asia-Pacific
Fast growth of Asian LCCs
From 236 single-aisle aircraft today, to about 1,300 by 2030 ,
6 times increase
!!!!
Expected of expanding LCCs
Increasing number of private business jets
So…..
infrastructures and airspace
in HKIA must be expanded

Hardware :
LCC Development

Case Study:
London Airports
(Software)

One person cannot finished one whole pie
Do not game on competition, we are family.
Government playing a key role

Threats
to be alone…

Political issues
Hong Kong People are likely to against everything
Hong Kong 1 July marches
Environmental problem / Pollution concern
Noise / Air / Light …..
Dolphins / Fish / Sharks…..(maybe)
China Government Power!!!
Although they are normally slow….but you can’t imagine how fast they can be (in terms of increasing their GDP)

Think, Think,
Think…...........ing!

Recommendation in
solving airspace congestion

Current solution
5000m height “invisible wall” removed during 23:00 to 07:00 since 2007.
Reduce vertical separation minimum (RVSP) from 600m to 300m to increase flight level
Long Term Solution
Joint hand and work with Air force to release more airspace for civil use & airspace allocation
Decentralization the Air Space Control

Demand growth
Airspace capacity
Hardware / Software
Competition or Co-operation?
Enhance efficiency, increase competitive
Sustainable development

3rd runway is needed.
Also co-operation with others airports in PRD

Win-win situation

Air Passenger
PRD handled 5 million ton cargo in 2009
HK’s share is decreasing but still dominating among others

HKG + MFM had a drop due to 2008 financial crisis
CAN, SZX, ZHU notable growth  domestic aviation market
