Through close observation, teachers realize that students have major gaps in both their use of strategies and their understanding of reading…these gaps are not necessarily weaknesses. They are just areas in which the child is not yet independent. Some readers are on the edge of independence. Without the right support, they will remain transitional readers for far too long.
