During the gilded age there was conflict in government over their use of authority. After the civil war the government in the north took responsibility for welfare, public health and education. The government also invested in public works which means they had more control over labor and money supply. The Prices began to rise for farmers and local merchants due to freight rates despite the (ICC).
In 1887, in the response to public outcries against railroad practices, Congress established the Interstate Commerce Commission (ICC) to ensure that the rates railroads charged farmers and merchants to transport their goods were “reasonable” and did not offer more favorable treatment to some shippers over others
” (Foner, 620).
The industrial revolution created freedom for only white men but not so much for women and blacks. The Knights of Labor was created in the 1800s to help unskilled and skilled workers as well as women and blacks. These labor issued caused a new form of slavery due to low wages, long hours and discrimination of workers. On July 4, 1886 the Declaration of Independence was rewritten by the Federated Trades of the Pacific Coast. It stated that workers had been subjected not to oppressive government but to “the unjust domination of a special class.” (Foner, 628)
