Federal Government
The state government gets to establish the local government for their state. The state government is in charge of police departments, libraries, diver license, and parking tickets. These are only some of the things that they can "own".
The federal government's power is so strong, so that means that they have to split it into a state and local government. For example, cop films like to create drama by making the federal government and local government bump heads over who should be investigating the crime at hand.

The federal government is filled with different jobs. A couple of them are judges, police officers, military, juries, the president, and so many more!

The 10th amendment states that the federal government can't have all powers granted to them. So, they gave part of the power to the states, and made a state government. It is split up between judicial, legislative, executive.
