PR0POSAL NUMBER 1: "The United Army"

What is it?
To achieve peace in the Middle East, a united army is needed. In this case, the South African Army will share its expertise and asks the other armies to join it. Besides, this will be in

coorperation with the blue helmets. The idea is to surround Middle East, against the expansion of terrorist groups.

How?
Strategies and coordination between armies, specially from each continent, so the middle east could be surrounded by them.

Who will finance?
Each country that accept to participate.
- Who will monitor it?
United Nations Office on Drugs and Crime (UNODC) and the UN Peacekeeping

How will be evaluated?
Reports of the quantity of territory free from terrorists, number of reorganized locations, number of surrendered terrorists.

PROPOSAL NUMBER 2: "The Passport Alert System (PAS)”

What is it?
To observe passport data in a multilateral environment, and identify the fake ones, in a way that terrorism, trafficking and informality can be detected and prosecuted.

Where?
The system will be settled in Africa, Asia and Europe, and the idea is to establish one PAS Broker in each continent, so information could be integrated and shared, but with the support of each National Register Center.

Who will finance?
South Africa will encourage the African Investment Bank, the Asian Development Bankand The European Investment Bank (EIB).
- Who will monitor it?
In the case that a person cannot enter a country, the Migreurop and Office of the United Nations High Commissioner for Refugees (UNHCR) will help , because of its expertise resolving refugees and migration issues. Besides, The International Organization for Migration will create one report each 6 months, to monitor results.

How will be evaluated?
By this Indicators: Number of false passports, Number of non-passport people, Number of terrorist or criminal people that intended to enter other country, Number of matched information (equal) between both requesting economies, and Number of requests from each country.

DETAILS FOR THE SPEECH:
- Refugees, asylum seekers and internally displaced persons
- More than half of Syrian refugees are under age 18 .
- The European Commission’s funding to address the refugee crisis in 2015 and 2016: €9.2 billion ($9.9bn).

4.1 The Republic of South Africa would like to porpuse a Moderated Caucus to talk about:
NGO´s and other International Bodies Assistance to manage self-declared independent states;
People´s participation in political activities in the Middle East
Ways to control arms trafficking in the Middle East
Ways to control oil smuggling in the Middle East .....

5.- To what extent does international intervention play a role in determining state boundaries in the Middle East, and how should this role be managed in the future?
5.1 The Republic of south Africa would like to porpuse a moderated caucus to talk about:

PROPOSAL NUMBER 3: "Legal Oil for the World (LOW)"
- What is it? To stop the finance of terrorist groups such as ISIS that earn money from this illegal commerce. Operations and control in sea and borders to find the routes of smuggling and block it.
- How? A united army is needed in order to join expertise from different operations. In this case, the South African Army will share its expertise and asks the other armies to join it.
- Who will finance? United Nations Conference on Trade and Development and the World Bank.
- Who will monitor it? International Maritime Organization (IMO) and the United Nations Conference on Trade and Development.
-How will be evaluated? The number of gallons of illegal oil registered; number of arrested smugglers.

DETAILS FOR THE SPEECH:
- EU statistics: in 2009, nearly 10 billion euros worth of weapons reaching the Middle East
- After the fall of Gadafi in Libya, arms stocks were stolen by smugglers and turned up in Egypt.
- Main activity of finance for ISIS is oil exports.

6.- What measures can the international community take to increase governance and societal penetration in weak states?
6.1 The Republic of south Africa would like to porpuse a moderated caucus to talk about:
Ways to increase governance in weak states of the Middle East
Ways to improve social penetration in weak Middle East states
Achievement of security in territories in weak states
Inclusive Programs for young people of weak Middle East states
Democratic elections in weak Middle East states
Actions taken and to be taken to fight ISIS ...

PROPOSAL NUMBER 4: "The Miracle of Youth Program (MYP)"

What is it?
To stop the emergence of terrrorist groups. Workshops in protected areas, focused on youth.
- How?
People will learn their rights and obligations with its community. Besides, they will learn that they can be part of their country´s political affairs, but in a peacefull way. Morover, this will help to find infiltrators in the communities and possible future terrorists.

Who will finance and monitor it ?
United Nations Development Program (UNDP)

How will be evaluated?
The number of people registered on this program; number of attended classes.

- The South African Truth and Reconciliation Commission (TRC) helped to deal with sonsequences of apartheid.
- Difficulty in differentiating agents in need of international protection, from militants who wish to do harm.
