The observer may have a strong bias which proper training proper training can help him overcome
The observer may be limited in time or in frequency but a real observer can always find time for it.

Education and guidance cannot succeed without evaluation of the individual pupil. in the past pupil progress was measured rning content,that is, the extent to which the learning material had been mastered throught written or oral examination. Today, we have newer techiniques for individual evaluation

Individual evaluation consist of two phase

Determining the extent of change
Judging the desirability and adequacy of that change.
