CHAPTER 1:
INTRODUCTION
Education is defined as the imparting and acquiring of knowledge through teaching and learning, especially at a school or similar institution. It can be formal and non-formal education.

The term “QUALITY” means the highest and finest standard. Everyone desires to achieve excellence in all aspects. All universities and colleges aim to be the best in producing quality graduates.

A professor plays a vital role in an institution. They interact with the students to the best of their abilities, experiences, specializations, character and personality. It affects the learning of the youth as far as the subject matter is concern. There are no perfect teachers but there are best ones. And so, school administration’s responsibility of selecting qualified and competent teachers / professors is very critical.

To ensure that teachers / professors are providing quality service, educational institutions conduct regular Teachers’ Evaluation.

Said evaluation help the students, parents and school attain and maintain everybody’s desire to produce quality education.

Such evaluations assess the teaching force’s performance for compliance to standards and effect improvements if necessary. Accepting feedbacks could make an immense change to one’s performance and influences others for development.
Statement of the Problem
These mentioned are problems which the institution has encountered with the manual system:

1. Copies of the evaluation sheets are provided to the persons to be rated and those identified raters.

2. Then, the program/course department consolidates and computes the ratings.

3. They are in charged of submitting and giving reaction to the rated employees.

4. It takes them time to do this since the process is done manually, which has become some sort of a tradition. It is in this concern that automation of the evaluation process is proposed for faster approach.
5. The Department select only a few students who will evaluate, depending on the available number of evaluation forms. Besides, they evaluate the instructor in general and not by subject.

6. After the evaluation, the department secretary alleviates the checking and making of corrections to the consolidated rates calculations.

7. The Department then submits the reports needed on time as well but in the current system, this creates delays on the target.

8. The Department Heads should know the performance analysis for each instructor for them to give feedbacks.

9. On the other hand, the co-faculty shall choose the peers to be rated with the same field of specialization and academic rank.

10. And the students and heads shall secure the secrecy of the ratings and comments.

Objectives of the Study
1. To design and develop a web-based teacher performance evaluation system to replace the existing manual system.

2. To generate a reliable and secure record of the evaluation using the proposed web-based system.

3. To create a user-friendly and systematic application that will amalgamate the ratings of various evaluators then generate the printable results.


4. To design a system that will help the Human Resource Officer to get the returns.

5. To create a system that will urge students to evaluate at the end of the semester.

6. To promote the use of ICT solutions such as using smart phones in evaluation, as a means of making organization efficient.
Significance of the Study
This study will benefit the following person:

1. School Administration (President, Department Heads, Human Resource Management Office).
2. Instructors/Professors.
3. Students.
4. Parents.
5. Philippine Government.
6. Future Researchers.

Scope of the Study
The Design and Development of a Web-based Teachers’ Performance Evaluation with Responsiveness in Mobile Devices Platform for Mandaue City College has the following capabilities to handle. The system can import the excel file format that the current enrollment system exports, however, excel formatting fields preference should be followed.

The system allows and helps the campus director and Human Resource are able to monitor the progress of the students by departments who presently done their evaluation.

It has the feature to generate different reports such as individual and consolidated evaluation of the student, teachers and departments. It can also filter the results by year level, course, department and the overall consolidated ratings.

The system allows the administrator to add users in behalf of department heads and the school president to take over the entries of ratings, with their written approval.
Limitation of the Study
It has no subsystem to make a direct fetching of data in the current enrollment system’s database.

Online Faculty Evaluation System is a desktop application for managing the teacher’s evaluation. This will need a personal computer to make students, dean, faculty member easily evaluate. The proponents use front-end PHP language in programming and back-end MySQL for the database.

The Mandaue City Collge (MCC) adopted new Online Faculty Evaluation System for this school year 2014. Evaluation System is a good step for the school, It is useful especially when the faculty member is doing their job regularly. In this system, the school can trace what is the standing of the teacher’s.
