Culture in a Securitized State The Criminalisation of Migration and State Borders as Barriers to Free Movement • Michel Foucault (1976,p241) in ‘Society Must Be Defended’ refers to apparatus as “mechanisms, techniques and technologies of power”
• Foucault (1976) argues that the state in public shun the old concept of racism, mainly associated with slave trade era, hence it is reinvented as state racism
• Establishment of sovereign states is born out of interest to guarantee the interest of the citizens
• The government duty is to exclude those who are not members of the society (Foucault, 1983)
• “Power to make live or die” regulates population, normalise and bestows juridical powers (Foucault, 1976)
• “Power to make live or die” divide the population and expose outsiders.
• Concept of sovereign state works in tandem with the notion of power, which makes use of state apparatus which can be called upon when rules of the state have been transgressed
• State has to formulate unprecedented methods to defend its sovereignty from invaders. (Foucault, 1983)
• According to Patel and Tyrer (2011, p90) Giorgio Agamben argued that sovereign power bestows states, with powers to “suspend the judicial order” of which deprives the outsider of any political rights and functions
• Contemporary societies governments devise exceptional measures which endeavours to act as deterrents, and in most cases judicial rule is suspended in preference of state exceptional measures to deal with the supposed threat Agamben (2003, p2)
