The people that owned most of France property like the Catholic Church and nobility did not have to pay taxes. Louis XVI and his advisors tried to impose a more representative system of taxation but the nobility resisted. Conditions also worsened for ordinary French people and many became convinced that the monarchy and the nobility were conspiring against them. Marie Antoinette continued to be a target they could use for there rage. Cartoonist described her as an Austrian white doing everything she could to undermine the French nation. In June 1791 it seemed to many there was proof that the queeen was not just a foreigner she was a traitor.
