establishment of a Coalition of youth NGOs to support the candidacy of
Perugia EYC2017 – candidate city composed of 53 youth associations
July 15th, 2014:
establishment of the Umbria Youth Forum of 62 youth NGOs, representing
over 56000 young people of Umbria and 1° Constitutional Congress.
November 24th, 2014:
Press conference to launch the candidacy of Perugia EYC 2018.
We envision Perugia as a magnetic, youthful and liveable city capable of ReGenerating youth impulses and attracting young people who DARE to make their ideas happen.
- To create a space to address innovative ideas and actions;
- To increase youth participation and to enhance a process on intergenerational justice;
- To develop a NFE system through a regional Pool of Trainers and a permanent European Training Centre;
- To foster awareness on youth unemployment and to promote self-employment strategies with a focus on local tradition and know-how;
. To enhance youth civic, social and economic growth through creativity, art, culture and use them as tools for the promotion of human rights and inclusion of all young people;
- To rethink and enhance new pathways for interreligious youth dialogue in order to break cultural and religious stereotypes;
6. PARTICIPATION + INTERGENERATIONAL JUSTICE + COOPERATION:
We believe that challenging issues can be overcome by raising awareness among stakeholders and by fostering a shared perspective where young people are recognised as ‘power creators’.

1st APPLICATION DEADLINE
: On February, 28th SUBMISSION OF CONCEPT NOTES
: On April 2015 five applicant cities were short-listed.
2nd APPLICATION DEADLINE
: SUBMISSION OF COMPLETE APPLICATION FROM DEADLINE: The 5 shortlisted candidate cities were invited to submit the application form by the 2nd application deadline on 28 June 2015. Recommendations will be developed by the high-level jury and a Youth Focus Group and will be sent by 7 August 2015
3rd APPLICATION DEADLINE
: SUBMISSION OF IMPROVED APPLICATION FORM DEADLINE: The 5 shortlisted candidate cities are invited to improve their applications according to the recommendations by the third and final application deadline of 11 October 2015
The winner will be announced during the European Youth Forum’s Council of Members in November 2015.
Once selected, both the elected European Youth Capital and the European Youth Forum sign a Memorandum of Understanding.
The ‘European Youth Capital’ is a title awarded to a European city for the period of one year, during which it will be given the chance to showcase, through a multi-faceted programme, its youth-related cultural, social, political and economic life and development.
The EYC initiative encourages the implementation of new ideas and innovative projects, with regard to the active participation of young people in society, and seeks to present a role model for the further development of youth policies in other European municipalities.
The EYC aims at strengthening the relationship between European institutions and the local level, fostering youth participation on local level by applying common European objectives regarding youth policy. Further, the EYC shall enhance the idea of European citizenship, complementary to local, national and other citizenships.
The first European Youth Capital was Rotterdam (the Netherlands) in 2009. The European Youth Forum has developed a transparent and fair competition open to all European municipalities. Based on the judgement of an expert jury, the EYC title has since been awarded to Turin (Italy) in 2010, to Antwerp (Belgium) in 2011, to Braga (Portugal) in 2012 and to Maribor (Slovenia) in 2013. Thessaloniki (Greece) in 2014, Cluj-Napoca (Romania) in 2015, Ganja (Azerbaijan) in 2016, and Varna (Bulgaria) 2017.

Perugia 2018 activities include projects, events, trainings, campaigns, workshops, competitions, festivals, conferences and researches structured on the following 6 main project cross-topics:
1. MULTICULTURALISM + CULTURE + ART:
Arts will cross-fertilise the main cultural programme topics and will be the means of promoting human rights, eco-culture and the inclusion of people with fewer opportunities.
2. EDUCATION + TRAINING:
We envisage a dynamic concept of education based on the stimulation of collaborative and group learning in a system that keeps abreast of social and economic changes.
We believe that volunteering is a tangible expression of solidarity that promotes and facilitates inclusion, creates social capital and produces an effective transformation of the society.
4. EMPLOYMENT FOR YOUNG PEOPLE + ENTREPRENEURSHIP:
We aim to increase the development of youth employment opportunities and labour rights at local, national and EU levels by generating a structured dialogue with institutions, by improving effectiveness of Policy Actions, and by promoting cross-sectoral excellence and innovation.
5. INTERNATIONAL YOUTH EMPOWERMENT + INTERRELIGIOUS DIALOGUE:
Technology will be an extension of, rather than an alternative to, more immediate forms of intercultural dialogue, social mobilisation and participation. We will rethink and enhance new pathways for interreligious youth dialogue in order to break cultural and religious stereotypes and promote human rights.
