Why the Coleman Report?
Response to Section 402 of the Civil Rights Act of 1964
Hence the Coleman Report
Carried out by the National Center for Educational Statistics of the U.S. Office of Education

James Coleman, sociologist, from Johns Hopkins University had major responsibility for the design, administration, and analysis of the survey
Segregation in Public Schools
Segregated - where the majority of students are of the same racial & ethnic background (Coleman et al., 1966).
Sec. 402
The commissioner will conduct a survey then report to the President and congress, within two years of the of the Civil Rights Act. The survey will address the lack of availability of equal educational opportunities based on race, color, religion, or national origin within United States public schools (Howe II, 1966).
The Survey
Questionnaires given to superintendents, principals, teachers, and students
attention to six racial and ethnic groups

Puerto Ricans (living in US)

Four Major Questions
1. To what extent are racial and ethnic groups segregated from one another in public schools?
2. Do schools offer equal educational opportunities?
3. How much do students learn as measured by their performance on standardized achievement tests?
4. Is there a relationship between students' achievement and the kinds of schools they attend?
Recommendations?
The report does not include any recommendations of what polices or programs the Federal, State, or local government should put in place to improve educational opportunities.
Almost 80% of all white students attended schools that were between 90% to 100% white

More than 65% of all black students attended schools that were between 90% to 100% black

In the south, most students attended schools that were 100% white or black
In 1954 the Supreme Court held that separate schools for black and white children are unequal.

Impact of the Coleman Report
Summary
Kiviat 2000 summarized, academic achievement was not about the quality of the student's school. Academic Achievement was more related to the social make up of the school, the student's sense of control of the environment and future, the verbal skills of teachers, and the student's family background (Kiviat, 2000).
Kiviat (2000) stated, "Mass media and makers of policy focused on one prediction-- black children who attended integrated schools would have higher test scores if a majority of their classmates were white."
