Most Government documents are public domain. Fair use is a doctrine in United States copyright law that allows limited use of copyrighted material without requiring permission from the rights holders, such as for commentary, criticism, news reporting, research, teaching or scholarship. It provides for the legal, non-licensed citation or incorporation of copyrighted material in another author's work under a four-factor balancing test. Creative
Commons "Fair use in the educational setting is defined broadly but does not encompass all uses" Text: Up to 10 percent or 1,000 words of a copyrighted text may be used—whichever is less. An entire poem may be used if it's less than 250 words; for longer poems, a maximum of 250 words may be used.
Music and lyrics: Up to 10 percent of a copyrighted musical composition may be reproduced, but no more than 30 seconds of an individual composition.
Visual images: A photograph or illustration may be used in its entirety, but no more than five images by an individual artist or photographer. No more than 10 percent or a maximum of 15 images of a collective work may be copied.

4. the effect of the use upon the potential market for or value of the copyrighted work.

licensing for their own work. Educate them on
being producers - not just users.
