Attracting allies (volunteers, public bodies, NGOs)
Beyond the economic crisis, what kind of crisis we are currently overcoming?
Detention - the last resort, but always an Educational Project
No juveniles in prisons!
By what we do, do we act for the benefit of the convicted person, or just the state?
Major challenges...
Crime, detention, probation, recidivism, radicalization and terrorism are
transnational problems
and requires a European approach

Prison and probation management in times of economic crisis
The National Administration of Penitentiaries, as a state institution actively involved into prison law
enforcement, issued measures for implementing both the new penal execution provisions and the tools for
the social reinsertion of inmates and of those sanctioned with the educational measure of being sent to an
educational or detention center.

RECENT CHANGES
The new Penal and Penal Procedure Codes came into force in 2014 – year which was also marked, starting with February the 1st, by the enforcement of Law no. 254/2013 on enforcing prison sentences and measures issued by the judicial bodies during the criminal trial, with its subsequent amendments and completions and Law no. 252/2013 concerning the romanian probation system.

The Romanian probation system promotes the non-custodial punishments and measures in order to reduce the social costs of executing criminal sanctions and measures by decreasing the population from the penitentiaries, capitalizing the socio-economic potential of offenders and maintaining community safety.
