Scanntech bank account (48 hs later):
1) The Ministry transfers the subsidy to the designated bank (BROU)
2) Scanntech controls all goods that are a part of the subsidy
A special debit card is used to authorize at the issuer bank
Goods purchased are stored in the Scanntech database
Comission from the authorized amount gets daily deposited in the Scannech bank account
Also the bank comission and the merchant get the rest (in the vicinity of 95%)
3) All data is reported for analysis by the ministry on demand
2) Some subsidies are given outside of the bank.
This are gas and electric subsidies for instance.
Every month the Ministry determines which subsidy is given to whom.
The main differences are that accounts are registered at Scanntech and the money transfers are made directly to the government institution.
