= Framework ESSNets independent strong efficient Being free from any political interference (be not "policy driven"!), being impartial as regards different user groups and stakeholders (citizens have the same rights as politicians), being accountable to democratic supervisory bodies as appropriate (e.g. reporting to the relevant supervisory level for administrative issues but reporting to parliamentary bodies concerning compliance with Code of Practice) Being a respected partner concerning the negotiation of the statistical programme (the "what"), being enabled to achieve the objectives of the programme (sufficient resources in terms of quantity and quality; adequate institutional and governance set-up; appropriate legal powers and rights, equipped with robust systems/tools to ensure quality); having the competences to coordinate the respective statistical system Being able to manage the production process in an efficient way (the "how"), ensuring the requested programme outputs with a minimum of costs and response burden, being up-to-date regarding technical standards (e.g. "big data", cloud computing) will be (as today) to ensure sustainable user satisfaction (be "policy relevant"!).
