How does a Bill become a law? Bill Introduced to House and the Senate: When sent to the House:
Then will be assigned to a Committee which refers to a Subcommittee. Only members can introduce bills.
When sent to the Senate:
Bill is introduced and assigned to a Committee
which refers to a Subcommittee. Sent to the Subcommittee of the House and Senate:
Members will study the bill, hold hearings, and
debate provisions. Marks up the bill. If it passes
goes to Committee. Sent to the Committee of House and Senate:
Full Committee considers the bill. If it approves
the bill in some form, the bill goes to the Rules
Committee. When sent to Rules Commitee of the House:
It will then be issued a rule to govern debate on the floor and then sent it to the Full House.
When sent to the Full Senate:
The bill will be debated and if it is different from the House version, it will be sent to the Conference Committee. When sent to the Full House:
The bill will then be debated the bill and if it is
different from the Senate version, it will be sent to the
Conference Committee.
When sent to the Conference Committee:
Senators and Representatives will meet to
reconcile differences between bills. When
agreement is reached, a compromised bill is
sent to Full Senate. When sent to the Full House or Full Senate:
Votes on bill, if it passes it goes to the President. FINAL STEP.....
