About SK
The Sangguniang Kabataan (SK) is a unique local governance set-up that provides possibilities for progressive interventions to advance meaningful youth participation, enhance access to educational and youth employment, and democratize delivery of social services for the youth sector.
The creation of the SK provided an opportunity to the country's youth to have a platform where they can engage in local governance work. It allowed for the allocation of a portion of barangay funds for the implementation of youth-related projects and programs and it has given representation for the youth in higher local governance organs.
The Sangguniang Kabataan is the youth council in the barangay and its members are elected from among the members of the Katipunan ng mga Kabataan, the basic unit of the SK.
A Brief History of Sangguniang Kabataan
1975- President Ferdinand Marcos issued Presidential Decree (PD) 684 [Kabataang Barangay]
PD 1191-Pambansang Katipunan ng Kabataang Barangay (PKKB)
February 1987-Konsultahang Kabataan National Youth Conference
The 1991 LGC or RA 7160- KB was abolished and made way for the creation of Katipunan ng Kabataan (KK) and Sangguniang Kabataan (SK)
Republic Act 9164 in 2002- age range of KK and SK eligible youth to 15 to below 18.
Power and Functions of the Sangguniang Kabataan
a. Promulgate resolutions necessary to carry out the objectives of the youth in the barangay in accordance within the barangay with applicable provisions of the code.
The SK shall:
