National GAD Assessment Gender Assessment Orientation GAD Assessment ADB TA 7587 -PHI: Strengthened Gender Impacts for Social Protection Objectives: gender assessments of the implementation processes and impact of the Pantawid Pamilya which integrates recommendations of women beneficiaries, communities, and regional and local Pantawid Pamilya staff to enhance gender impacts and better promote gender equality outcomes through the CCT program

at the beneficiary level, the assessment will identify issues that arise during project implementation and determine if they are being responded to so that actions can be defined in the gender action plans (GAPs) The gender assessment is part of the technical assistance provided by the ADB to the DSWD in the implementation of the Pantawid Pamilyang Pilipino Program. ADB TA 7587-PHI

The TA seeks to improve knowledge and understanding of the gender impact of the Pantawid Pamilya, support actions to enhance gender equality and women’s empowerment and create knowledge products to institutionalize key gender strategies within the program.

One of its outputs is the conduct of gender assessments of the implementation processes and impacts and results will feed into the formulation of community-driven municipal gender action plans.

The assessment seeks to determine the extent of gender mainstreaming in the Pantawid Pamilya as well as identify emerging gender issues and opportunities for improving program effectiveness. From July 23, 2012 to October 31, 2012

Pantawid Pamilya GADFP Gender and Development Assessment of the
Pantawid Pamilyang Pilipino Program -Examples of Initiatives that can be supported by GAP:

Provision of knowledge and skills through family development
activitities to engender increased confidence and self esteem among women
promotion of increased social interactions and greater participation of women in communal and public life
mobilization of mothers' and womens' groups to address their needs and concerns
promotion of savings and enabling women to invest in livelihood enhancing activities
-IMPLEMENTATION ARRANGEMENTS FOR THE TA

NPMO: the overall responsible for the implementation of the TA the deputy project manager supported by the Pantawid Pamilya national GAD FP will coordinate with the DSWD GAD TWG to implement the gender assessment
at the regional level, the Pantawid GADFP in the RPMO will be the lead support for conduct of gender assessments and implementation of the local GAPs. S/he will be supported by the LGU GADFP or the MSWDO and the C/MLs.
