The Legislative Branch HOW A BILL BECOMES A LAW!!!! Anyone may draft a bill; but only members of Congress can introduce legislation, and by doing so become the sponsors. Step 1 Referral committee Wiht few exceptions, bills are referred to standing committee in the house or senate according to carefully delineated rules of procedure. Step 2 committee action When bill reaches a committee it is placed on their calendar. step 3 Subcommittee Review often, bills are referred to that for study and hearing. It provides the hearing reviewon record. step 4 mark up step 5 Committee action to report a bill after recieving the report on the bill, the full committee ca conduct further study.... step 6 Publication of written report after the committe votes to have a bill reported, the chairman instructs staff to write the report on the bill. Now bill becoming a law step 7 Schedule floor action after the bill reported back chamber where it originated. step 8 debate when bill reaches the floor of the house of the senate, there rules and procedures governing... step 9 voting debate and approval of amendment step 10 referral to other chamber bill is passed by senate or house it is referred to other chamber for same route... step 11 conference committee action action of the other chamber signifies the alter the bill, but when differences are agreement. step 12 final action after bill approved by house and senate, it is sent to the presdent's approval of legislation and he or she shale sign. step 13 overridding a veto if presidnet vetoes a bill, congress may attempt to override the veto. This requires 2/3 roll call vote of the member who are present in suffient numbers for a quorum.
