President Obama and Secretary Duncan seek to expand chartering in states .
All but 8 states have chartering laws.
Concern about US’s ability to compete in a global economy.
Among the 34 OECD countries, the United States performed below average in mathematics in 2012 and is ranked 26th. The United States ranks 17 in reading, and 21 in science. There has been no significant change in these performances over time.
Strong focus on improving education system.

Charter Schools are tuition – free public schools that are free to be more innovative and are held accountable for results. They are schools of Choice.

Founded in 1997.
Jon Hage help write the first charter school legislation in Florida.
First charter in the workplace (for Ryder Corporation known as Renaissance Elementary Charter School in Doral awarded Blue Ribbon School in 2008).
First municipal charter school in Florida.
Coral Springs Charter School is the largest charter high school in Florida.

2. CSUSA submits charter application to authorizer or (District, State board of Ed, University).
