Information and Data Dr. Rajiv Shah, Administrator of the United States Agency for International Development (USAID) A remarkable new tool is becoming increasingly available to help end extreme poverty and ensure dignity and opportunity for people around the world -- a tool that few people think about when they consider how to bolster international development efforts.
That tool is data, and in particular "open data" -- data freely available in formats that are easy to use in new and innovative ways, while rigorously protecting privacy. What is Open Data Really? “A piece of data or content is open if anyone is free to use, reuse, and redistribute it — subject only, at most, to the requirement to attribute and/or share-alike.” 8 Principles of
Government Open Data Government data shall be considered open if the data are made public in a way that complies with the principles below:
1. Data Must Be Complete
2. Data Must Be Primary
3. Data Must Be Timely
4. Data Must Be Accessible
5. Data Must Be Machine “processable”
6. Access Must Be Non-Discriminatory
7. Data Formats Must Be Non-Proprietary
8. Data Must Be License-free Corollaries to the 8 Principles Compliance must be reviewable.
A contact person must be designated to respond to people trying to use the data.
A contact person must be designated to respond to complaints about violations of the principles.
