after modal verbs and a number of other verbs.

followed by the doer of the action
when the agent is important
; for example a writer, an artist, an inventor, etc.
VERBS WITH TWO OBJECTS
A young man
was sent
to prison for 60 days for driving after having drunk alcohol. He
was stopped
last Sunday during a routine speed check in Barakaldo and he
was found to have drunk
almost twice the legal limit.
Five months ago he
had been disqualified
from driving for a year for drunk-driving. He
is expected to be forced
to attend a therapy to give up drinking alcohol.
Some verbs can have to objects;
offer, give, send, teach, tell, ...

HE IS SAID TO ...
People say
that there are more homeless because of the crisis.
Answer the questions.
