It is hard to immunize 100% of infants in any location because some may be born in rural areas and hard to reach. A healthcare law will probably be passed so people who cant afford medicine can receive it for their newborns.

It is very difficult to get 100% attendance in secondary schools unless a zero-tolerance policy is put into place for all students in Japan. -Government:
There aren't any major problems with opening up your government more to the citizens, and no law needs to be passed to open anything up
