With that quote Twain is saying that violence is uncivilized and we need to move on. We need to be kinder to one another. We are not yet an age of charity and kindliness so he incorporates irony.
Conclusion
Even in our modern day Twain still lives on with simple quotes like: "Always avoid violence; in this age of charity and kindliness, the time has gone by for such things. Leave dynamite to the low and unrefined."
As a society we should encourage one and other to do something kind for someone. This could be as simple as giving cash or food to the homeless, Wearing a certain color to tell someone you support them. Any act of kindness goes a long way.
