Unlike U.S. laws, European laws and directives are often base on principle, rather than being rule-based, This means that the law does not stipulate exactly how something should be done or whether something specific is allowed or not. Instead, it states a principle — for example, personal data should not be used for purposes other than those for which the collection was intended. Organizations then have to operate in a way that the principle is upheld and not violated. This significantly reduces the use of legal loopholes that is common in the U.S., but also means that questions on whether using cloud computing is allowed will not render a clear yes-or-no answer.
