The reference to a historical of famous figure
Rhetorical devices in music
The repetition of the same sounds at the beginning of words in stressed syllables of a phrase.
"They paved a paradise and out up a parking lot"
The sound of the letter "P" is used multiple times in the lyric.
"Black, black, black and blue, beat me 'til I'm numb"
This lyric is also repetition, but because of the sounds of "B" used it is alliteration.

He's alluding to James Weldon Johnson who wrote a biblical poem, "The Prodigal Song", which contained the phrase "your arms are to short to box with god" which is how that poem connects with Eminem's lyric.
