The reason this difference exists is because the Mongols were concerned with their ability to control China without direct oversight. In Russia the Mongols were more concerned with collecting tribute from the locals.

The reason this similarity exists is because the Mongols primary interest for conquest was financial - they wanted to gain money and power. Therefore it made sense for the Mongols to maintain the current economic set up.
