The Green Collar Jobs Council membership works with the Governor’s Office to identify the resources and necessary metrics to evaluate existing workforce and economic development investments. This step is necessary to ensure successful initiatives and programs are sustained. Conversely, efforts that are not yielding the intended outcomes should be abandoned. The Economic Strategy Panel can contribute to the program evaluation process as well. This task becomes more essential if future interdepartmental investments into workforce and economic development programs are to be leveraged.

Recommendation 2 – Incentivize Regional Economic Development Strategies

The California Workforce Investment Board’s Regional Industry Cluster of Opportunity , which was launched through the Council’s Green Workforce Initiative, along with Business Transportation and Housing Recovery Plans, Governor’s Office of Economic Development’s I-Hub designation, and Strategic Investment Growth Council funding priorities, present the opportunity to define the appropriate state role and governance approach to devising economic development strategy that is more consistent with California economy that is made-up of diverse regional economies. Geographic regions are formed organically by industry clustering. Therefore, to ensure geographic boundaries are not artificially established, they should be designated by data driven analytical process. Moreover, the Council should link the above mentioned regional planning efforts through incentives and technical assistance.

Recommendation 3 – Expand Economic Development Activities

A beginning step has been to raise the general awareness about the state’s diverse economy (Regional Cluster Appendix ##) and to catalog of economic development resources. To continue to move forward, the Council should collaborate with the Governor’s Office of Economic Development. An initial task should be to identify the needs of the regional industry cluster employers to inform the necessary policy makers to ensure the State’s mechanisms to deploy its assets are responsive to needs of businesses. This may lead to identifying funding and program gaps that could assist businesses to accelerate the process of “development to deployment.” This is especially challenging for smaller businesses during these difficult economic conditions that is making it difficult to get financing.

Recommendation 4 – Serve As a Focal Point for Leveraged Investment Strategies

The council should build upon existing leveraged investment strategies and bring about new state agency investment partners; such as the existing funding mechanisms utilized by the California Energy Commission, EDD, State Board, and Labor and Workforce Development Agency. Additionally, the Council can bring together some of the critical functions of existing state entities to ensure efforts are leveraged and optimized. The Council due to the expertise and function represented in its membership it has the potential to pull together experienced and trained policy, program, and economic and workforce development professionals to quickly deliver high-quality services.

Recommendation 5: Formation of Green Core Sectors Networks

The Council in support of efforts to support segments of the Green Core Sector, establish networks of industry representatives or practitioners that have developed an expertise in serving a particular sector that could be accesses by educators, policy makers, workforce and economic development professionals.

As part of the Council’s implementation of its State Energy Sector Partnership (SESP) grant, it bolstered its membership with advisors from industry sectors that would function as resources for regional teams as they engaged businesses that shared their industry. Additionally, in the Regional Industry Cluster of Opportunity regional teams are engaging in peer-to-peer learning. For example, as Region 1 devise a strategy to engage AB 118 related businesses they are talking to Region 2 for advice because they have experience success in this area.

Additionally, a network could assist participants accessing assistance from the state.
