President William McKinley
The desire of the Cubans to become a free people among the American nations finally comes true
"Keep the island so it won't get lost."
Biography's section
The U.S. has important economic interests that are being harmed by the prolonged conflict and deepening uncertainty about the future of Cuba. Shipping firms that rely heavily on trade with Cuba suffer huge losses as the conflict continued unresolved. These firms press Congress and McKinley to seek an end to the revolt. Other U.S. business concerns, specifically those who has invested in Cuban sugar, look to the Spanish to restore order. Stability, not war, is the goal of both interests. How stability would be achieved would depend largely on the ability of Spain and the U.S. to work out their issues diplomatically.

Joint Resolution: The hidden side
Special interview
Yesterday, 18th of April, the Joint Resolution about the Cuban situation was approved. Among its clauses, one of the most relevant was the independence of Cuba. Another one was a requirement to the Spanish Crown. It had to reject its imposed privileges in the island and abandon its territory. The president, McKinley, was allowed to use the force. Finally, Washington declared not to have expansionist purposes in Cuba and decided to retire itself off the country once the peace had been established, allowing the Cubans to administer their businesses.
The Examiner
The American Congress deleted the order that recognized the legitimacy of the Government from the ‘Republica en Armas’ (proclaimed by the independents of the island), avoiding the revolution started in 1868, continued in the 80’s and resumed in 1895.

William McKinley (January 29, 1843) is the 25th President of the United States, serving from March 4, 1897. As a Member of the House of Representatives, he serves as chairman of two committees—the Ways and Means Committee and the Committee on Revision of the Laws.

McKinley is the last president to have served in the American Civil War, beginning as a private in the Union Army and ending as a brevet major. After the war, he settled in Canton, Ohio. In 1876, he was elected to Congress. He was elected Ohio’s governor in 1891. With the aid of his close adviser Mark Hanna, he secured the Republican nomination for president in 1896, amid a deep economic depression. Rapid economic growth marked McKinley’s presidency. He promoted the 1897 Dingley Tariff to protect manufacturers and factory workers from foreign competition.
Commentary
The insertion of the clauses, which accepted Cuba’s rights and sovereignty, was due to the resolution of the Junta Cubana of New York. It rewarded some influential delegates. This insertion took also place because of political and economic reasons that made some members from the Chamber and the Senate promote those clauses. They couldn’t ignore the Cuban’s decision for the independence.
