  • Obama was the first to extend SCHIP to CHIP in 2010, which covered 4 million children
  • Preserve Medicare
  • Make sure everyone has access to affordable healthcare
  • Should guarantee access to health care for every child

Republicans

  • In February 2015, two republican committee chair holders, Hutch of Utah and Upton of Michigan, published a draft that endangered the health of at least 1 million children enrolled in CHIP while raising costs to states
  • One provision would reduce or eliminate funding for families in 29 states that provide sliding-scale premiums to many middle-class families

  • CHIP has been a very successful and well supported program for both the government and those eligible
  • Other than a few exceptions, both parties support that the program continues
  • People of the US like the program and wish to see it continue
  • Economically, it covers high costs for those who can’t afford healthcare
  • Since its emergence in 1997, it has been modified and changed, but is still popular in support for both the government and those eligible to receive the benefit of the program

  • Premiums: an amount to be paid for an insurance policy.
  • Deductibles: a specified amount of money that the insured must pay before an insurance company will pay a claim
  • Cost-sharing: when patients pay for a portion of health care costs not covered by health insurance.
  • Sustainable Growth Rate Method: used by the Centers for Medicare and Medicaid Services (CMS) in the United States to control spending by Medicare on physician services

  • Provides low-cost coverage to children in families that earn too much money to qualify for Medicaid
  • A key source of coverage for children in low-income families who often are not offered coverage through a parent’s employer & typically cannot afford the family share of premiums, even when it is offered
  • Medicaid and CHIP serve as an important source of coverage for children of all races and ethnicities, and are a primary source of coverage for many children of color
  • For one in four, the program covers  White (26%) and Asian (25%) children, and over half of Hispanic (52%) and Black children (54%), who are more likely to live in low-income families than White children
