During World War I, both sides used hot-air balloons for scouting out the land. Balloons were used for more accurate maps because of its ability to hover, as opposed to planes, which always have to be moving. In World War II Japan released 9000 rice-paper balloons with bombs into the Jet Stream.

The first untethered manned hot air balloon flight was performed by Jean-François Pilâtre de Rozier and François Laurent d'Arlandes on November 21, 1783, in Paris, France, in a balloon created by the Montgolfier brothers. Hot air balloons that can be propelled through the air rather than simply drifting with the winds."
