Elijah Harper was born on March 3rd 1949.

Harper was later elected Minister of Northern Affairs and Native Affairs in 1987.

Harper studied at the University of Manitoba. He also won the riding of Rupertsland in Northern Manitoba in 1987 for the NDP party.

Harper opposed the accord because the constitution did not deal with aboriginal

rights issues. He used delaying tactics during the Manitoba proceedings to stop the accord.

The deadline was past, and the accord was stricken down

This was a very big moment in Canadian history because if the bill was passed, Quebec would receive a special status, and the provinces would gain more power
