Formal education shall correspond to the following levels:
1. Elementary Education
-first stage, providing basic education; usually 6-7 grades including PS programs
2. Secondary Education
-continuation/expansion of basic education; learning of employable gainful skills; 4 years
3. Tertiary Education
-leading to a degree in specific profession or disclipline
1. Work education/Practical Arts - aims to develop right attitudes towards work; technical-vocational leading to 1, 2 or 3-yr certificates in preparation for middle level occupations
2. Special education - education of persons who are physically, mentally
