Local School Wellness Policy

Healthy, Hunger-Free Kids Act of 2010 (Formerly the Child Nutrition WIC Reauthorization Act of 2004)

Local Educational Agencies can determine the specific policies appropriate for the schools under their jurisdiction, provided that those policies include all required elements specified in the Act.

LEAs are required to inform and update the public (including parents, students, and others in the community) about the content and implementation of the Local Wellness Plan.

Policy Cultures

Financial Implications? We know that the federal government funds the Local Wellness Plan by providing programs for Free and Reduced Lunch, Milk programs, etc...But think bigger? How might the implementation of the Healthy, Hunger-Free Kids Act of 2010 impact school finance long-term?

Political Culture

Childhood obesity epidemic

Heavily influenced?

Should children be taken from the home if the parent is raising an obese child?

Perhaps the federal government enacted the law revision to show that they were doing their part in ensuring that students stayed healthy?

Stakeholder Involvement/Participation

Elements of Local School Wellness Policy

Parents

Students

Representatives of the school board

Markets Culture

Regulative Culture

School Administrators

Teachers of P.E.

Minimum Requirements:

School health professionals

**All stakeholders must be involved in the development, implementation, and periodic review and update of the Local Wellness Plan!

  • Goals for nutrition education
  • Physical activity
  • Other school-based activities to promote student wellness
  • Nutrition guidelines for all food on campus
  • Goals for nutrition promotion

Not a top-down policy!

Some guidelines are set for schools

Districts are given the power to determine their own regulations through teams of stakeholders on site

People should be well informed--fundamental belief

Policy will promote the public’s long term interests

Other rules? Ex. Food and Drug Administration may make policy that requires certain ingredients to be excluded from foods. This policy connects to having healthy kids but is from a separate sphere.

Legislation is clearly in the best interests of kids, thus market culture may have been a guidance to creating this policy

Measure Implementation

Legal Culture

Professional Culture

Designated LEA officials measure periodically and make public an assessment of the implementation including compliance reports, how close schools are to the model plan, and the progress made towards the Local Wellness Plan goals.

Schools are one place in which obesity was being fostered, thus requiring this policy

The legal component of this policy may be a defense against any person who may choose to sue the school districts due to childhood obesity.

The lawyers may have a procedure associated with defending public education, as well as ensuring that LEAs are following regulations and implementing the expectations of the Healthy, Hunger-Free Act of 2010.

Personal beliefs about the necessity to get childhood obesity under control? For students? For society? For funding?

This act would be considered an action to protect students, enhance the standards of public education concerning wellness, and forces awareness of a potential death threat to our most innocent citizens.

We can stop the cycle!
