A well-known UN speech in which Hugo Chavez refers to President George Bush as he devil and sets American Imperialism as the hallmark of government corruption on a global scale. Not only is the spread of one country to dominate the world disastrous for itself but also for all the peoples of the world and something innately corrupt cannot be allowed to continue. This is the premise of his speech.

In 1999, Venezuela became the Bolivian Republic of Venezuela; with this new name and constitution came gender inclusivity and the distinctions of just law, human rights, and international treaties. However, the security of such rights preyed mercy far too often to the authority of El Presidente.
