In 1838, Senator Orville H. Browning of Quincy met an educated deaf man on a steamboat. Browning wanted to know how this man came to be educated since there were only five institutions that educated the deaf. Browning was so impacted by this man that he then proposed a bill to the Illinois Senate. Browning presented this bill to the Senate on Wednesday, February 13, 1839, as an act to establish the Illinois Asylum for the Education of the Deaf and Dumb. Just 10 days later, the bill was passed. Abraham Lincoln was one of those who voted supporting the bill. Thomas Officer was chosen as the first superintendent and the school opened January 26, 1846.
